Route 604 of the National Cycle Network is partially completed and open between Rose Grove and Burnley city centre. When completed it will connect Church near Oswaldtwistle with Burnley via Clayton-Le-Moors.

The route is currently open between Rose Grove Rail Station on the outskirts of Burnley, where it meets the Padiham Greenway (Route 685), to central Burnley near to Manchester Road Rail Station. Here it connects with Route 68.

It is currently proposed to continue west from Rose Grove Rail Station, mostly along the route of the Leeds and Liverpool Canal to the village of Church near Oswaldwistle.

The route follows a mixture of paths alongside the canal and some small roads.
